As no consideration is given to the fact that efficiency or characteristics of an energy storing device change in accordance with external air temperature, an optimal operating plan cannot be devised, and in particular, there are cases wherein charging and discharging for restricting an advance of unnecessary storage battery deterioration due to temperature cannot be carried out, and an object of the invention is to resolve this problem. An electrical power management device (100) is configured so that an operating plan is devised with consideration given in advance to efficiency of a heat storing device and limits on charging and discharging currents of a storage battery (3) according to external air temperature, a limit on charging current caused by an amount of charging power of the storage battery (3), and the like, whereby an optimal energy storing device operating plan can be compiled.
